State legislation related to healthcare public reporting

  • 2010 Title XXIX, Chapter 395: Legislation relating to price transparency requires hospitals to publish “average charges”
  • Article X, Section 25 of the Florida Constitution: Patients’ right to know about adverse medical incidents — requires surgery centers to report safety violations and conducts regular inspections of facilities to ensure compliance with rules governing everything from recordkeeping to surgical safety.
  • HB 1175 Transparency in Healthcare. The bill increases the transparency and availability of health care pricing and quality of service information to enable consumers to make informed choices regarding health care treatment. The Agency for Health Care Administration (AHCA) is required to contract with a vendor to provide a consumer-friendly, Internet-based platform that allows a consumer to research the cost of health care services and procedures.

All-Payer Claims Database (APCD)

  • APCD Legislation: The APCD was enacted as part of a series of health-cost and transparency measures in 2016 CS/CS/HB 1175 (Chapter 2016-234, Laws of Florida)
    • APCD currently in development – Health Care Cost Institute (HCCI) was selected as the vendor (2017)
