A Kaiser Health News review of 350 consumer complaints in 32 states found that patients who took ambulances in emergencies got slammed with unexpected bills, with few options for recourse. Despite 21 states passing laws to protect consumers in some situations from out-of-network charges, these laws generally ignore ground ambulance rides.
